        The purpose of this research is to identify of Instructional Competency Evaluation Indicators in Tehran Municipality Managers. The method of this research is descriptive as survey type and in terms of purpose it is considered as an applied research. The statistical population are the managers of Tehran municipality. Sample selection was done by random sampling method that included 15 senior managers, 45 middle managers, and 62 executive managers. To collect the research data, we used a questionnaire based on Robert-El-Katz's theory that made by researchers. The questionnaire had 66 questions and was in accordance with Likert scale. Validity of the questionnaire was confirmed by the professors and experts of the field and its reliability coefficient was estimated using Cronbach's alpha (0/964). In order to analyze the collected data, One Sample T-Test and Friedman Test were used. The results of the analysis of data indicate identification of criteria and indicators of each of the instructional competencies of managers as well as the conceptual model of instructional competencies of municipality managers. In addition, the results showed that all indicators of perceived, human and technical competence evaluation at all levels of managers including senior managers, middle and executives are optimal, Except for the perceived competency of mid-level managers who have been moderately evaluated.         The current research is in correlation method, and it is quantitative and qualitative about kind of data. The statistical society is insurance company which are The purpose of this study was to investigate the effect of knowledge productivity on the factors of human resources empowerment of the employees of the insurance company. The statistical population of the study was selected from insurance employees (380 persons) by Cochran formula of 191 persons using simple random sampling. A questionnaire consisted of three parts: Demographic information, Spritzer empowerment questionnaire, Knowledge productivity questionnaire (Qualitative Interview Questionnaire). Results were analyzed in two levels of descriptive and inferential statistics by LISREL software.  Relationship between knowledge productivity and job meaningfulness (r = 0.83), between knowledge productivity and competence feeling (r = 0.86), between knowledge productivity with feeling of independence (r = 0.92), between knowledge productivity and feeling effective In the job (r = 0.90), there is a strong and positive relationship between knowledge productivity and a sense of trust in colleagues (r = 0.92), as well as between each component of knowledge productivity with empowerment. The relation between incremental innovation and empowerment (r = 0.66) and between fundamental innovation and empowerment (r = 0.92) was obtained. As a result, knowledge productivity is directly related to the empowerment of employees, but it does not have an impact on staff empowerment.         Background and Purpose The purpose of this study was to present a model of factors affecting the leadership competency of Islamic Azad University managers. Method This research is a mixed method research in qualitative and quantitative in descriptive-survey method. Participants in the qualitative section consisted of 21 academic experts selected by purposeful method using key experts and theoretical saturation method. In the quantitative section, all faculty and staff of Islamic Azad University of Fars province numbered 1800. Morgan table was used to determine the sample size. Based on this table, 187 faculty members and staff of Islamic Azad University of Fars were selected. The research tools were used in qualitative, exploratory and semi-structured interviews and in a small part by a researcher-made questionnaire; factors influencing managers' leadership competency were designed based on the themes obtained in the qualitative stage. Results Results in qualitative section revealed the factors influencing leadership competence in the form of 21 basic attributes, 4 organizer attributes (ethical, motivational, managerial, structural) and two pervasive factors (individual and organizational) that based on these findings the effective factors model Leadership competency was designed and quantitative results showed that the structural factor in universities had a great impact on the competencies of leaders and managers, and the model obtained had a good fit. Conclusion According to the results of the research, four factors affecting leadership competency are identified: ethical, motivational, managerial, structural, which require macro and micro strategies that lead to emergence and emergence of leadership competencies in Azad university managers. And in any society, the educational system is an important and significant part. This institution is the basis for intellectual growth and development and the basis for maturity and realization of human capacities. Therefore, education managers must have the necessary competencies to do this successfully. Therefore, the present study was designed to develop a model for developing the competencies of Iranian Islamic managers in government organizations with an emphasis on Islamic management in education. To conduct the research, a qualitative approach of phenomenological type and grand theory method was used to conduct the research. The study population was all experts, professors and senior managers in the field of human resources and Islamic management in education, and 19 people were interviewed using purposive sampling. The research tool was a semi-structured interview. Coding method was used to analyze the qualitative findings. The results showed that "development of Islamic competencies and development of leadership and managerial competencies" as a central category, "succession, continuous evaluation, continuous training and learning and talent management" as causal conditions, "learner-centeredness" Organization (learning organization), justice in the selection, appointment and promotion, planning and program-oriented and career development "as strategies, categories of" organizational culture and staff group "as a platform," Islamic attitude to Management, human resources, and organizational structure were introduced as intervening conditions, and the development of the competencies of Iranian-Islamic managers in government organizations can have positive individual and organizational consequences in education.         In this study, a model for the competence of financial managers in the National Iranian Oil Company was designed. Therefore, this study is applied in terms of purpose, qualitative in terms of approach and exploratory and descriptive survey in terms of method. Data analysis was performed in two parts. In the first part, the pattern dimensions were identified using the theme analysis method, then in the second part, the Delphi method was used to confirm the proposed model. Therefore, in the present study, two groups of society were studied. 1. The statistical population of the theme analysis method, which included senior managers, deputies, heads and financial experts in the National Oil Company. The sampling method in this section was purposeful and performed by the snowball method. 2. The statistical population of the Delphi method included 20 experts, heads and specialists in the field of financial management of the oil company. The sampling method in this section was based on the selection of individuals based on expertise and experience. The information of the first part was collected through interviews and the second part was collected through a questionnaire. Based on the research findings, 26 components were identified and approved in the form of 4 dimensions for the competence of the financial managers of the oil company. The four dimensions include technical skills, leadership skills, individual skills, and business skills.         High quality education is a prerequisite for a flourishing economy of a country. The quality of education can be improved by considering new approaches. On the other hand, the characteristics and competencies of specialists in the field of education and focusing on competency-based human resources in this field is another approach that will have a direct relationship with the quality of education and improving competition in this market. Therefore, the research object is to explain the key competencies of human resources in the field of education services with the approach of marketing education services. In this study, the results of the resources of necessary competencies in educational services during the years (2020-205) & (1399-1385) are analyzed by a meta-analyzed method and components of educational services marketing competency were counted. From 91 primary sources, 67 sources were selected based on abstract, then 39 ones were selected based on the content, and finally 12 sources were considered as relevant sources. Heterogeneity of the effect size was confirmed and then the effect of each index was studied using CMA software. By the results of the Q test, the studies are heterogeneous with 99% confidence, the use of combining results of the random effects model was confirmed. According to the random results in software analysis, 24 key competencies were found in the field of educational services marketing. The findings indicated that the competencies "time management" and "creativity and innovation" have the highest effect sizes of 0.584 and 0.538 respectively, and the competencies of "listening skills" and "power of analysis" with a value of 0.285 have the lowest effect sizes among the competencies.         Providing an operational guide for the selection and implementation of learning methods in organizations as one of the tools used by managers and training professionals has a significant impact in effective knowledge transfer and optimal improvement of educational processes. The theoretical model gap in this area and the increasing demand of organizations for decision-making are the main motivations for the author's research. For its theoretical model, this mixed research employed a theoretical research method in the qualitative section and a survey method in the quantitative section. In the qualitative section, after purposeful selection of experts from among managers and training professionals (using a snowball sampling method), the main factors influencing decision-making models were determined using a semi-structured approach. The participants in this section included twelve experts, and the results of the qualitative research section were extracted using thematic analysis. For the quantitative section, the validity of the questions was first confirmed by experts using the CVR method. Following the distribution and collection of questionnaires, they were analyzed using the Kolmogorov-Smirnov test, T-test, and central indices. Afterwards, the influential factors in determining training methods and human resource development were identified. Analytical Hierarchy Process (AHP) and Expert Choice software were used for weighting these factors. The influential factors, after identification with their weight coefficients, include Audience Level (0.161), Competency Development Program Scope (0.162), Competency Coverage Level (0.139), Competency Development Objective (0.044), Cost Allocation for Competency Development (0.284), Desired Competency Development Duration (0.067), Feasibility of Learner's Real Experience with Competency Phenomena (0.076), and Desired Learning Transfer Duration (0.064). To make the findings practical and direct their practical application, the results were presented in the form of fully functional decision-making software that aims to empower the organization in decision-making.         This study, which was conducted by a qualitative and phenomenological method, aims to identify the competencies that MA graduated students of Educational Management need for educational leadership in the VUCA situation. In this regard, the data were collected by targeted sampling and semi-structured interviews with graduates of Educational Management about their experience of facing with COVID-19 crisis, and the expectations of their employers, views of faculty members and policy makers. The data were analyzed with conceptualization and categorization techniques. Highlighting the challenges of education management in the conditions of VUCA, 25 competencies were extracted which are needed for educational managers. These competencies which include self-regulation, self-leadership, self-efficacy, the ability to use the capacities of society, networking, adaptability, daring, resilience, having skills in emerging technologies, anxiety and distress management, and electronic education and learning management are neglected in most of the competency models for educational managers.
